El-Paso
is the sixth-most populous city in Texas, located in the far west tip of the state. As of the 2012 census, the population was 672,538. The entire metropolitan area covers all of El Paso and Hudspeth Counties and has a total population of over one million. The city of El Paso lies on the Rio Grande River, directly across the border from Juarez, Chihuahua, Mexico. The highest peak in the city is North Franklin Mountain at 7,192 feet above sea level and can be seen for over 60 miles in all directions. The Franklin Mountains State Park lies entirely within El Paso, and at 24,000 acres, is the largest urban park in the U.S. The city is home to over 100 parks altogether, with lots of bike paths and hiking trails. In 2013, the city of El Paso ranked as the "safest large city in the United States" for the third year in a row, according to the City Crime Rankings by CQ Press. In 2010, it was awarded an All-American City Award. El Paso is home to the University of Texas, and the city also has a strong military presence. Fort Bliss, which is one of the largest military complexes in the U.S., lies to the east and northeast of the city. Also, nearby is Spaceport America, the worlds first private spaceport to support manned, suborbital flights. Museums and special events abound in El Paso, including the El Paso Museum of Archaeology, the El Paso Museum of Art, the El Paso Museum of History, Insights El Paso Science Museum, the Railroad and Transportation Museum of El Paso, and many more. Special events include the Neon Desert Music Festival, the Texas Showdown Festival, Sun City Music Festival and the El Paso Downtown Street Festival.

Southern New Mexico has an arid, subtropical climate. Winters alternate between cool and windy weather following trough and frontal passages, with warm, sunny periods in between. Light frosts occur many nights. Spring months are warm and can be windy. Short-lived dust storms are possible. Summers begin with hot weather, with some extended periods of over 100 °F (38 °C) weather not uncommon, while the latter half of the summer seeing increased humidity and frequent afternoon thunderstorms, with slightly lower daytime temperatures. The weather cools down quickly in the Autumn and precipitation decreases. Most winter moisture is in the form of rain. Though some light snow falls most winters, it stays on the ground for a few hours, at most.
